Our purpose is to promote the kind of development that those living in the Ostrobothnian countryside want to see. Local needs, wishes, and priorities shall be documented and combined with our experience in rural development. Aktion Ostrobothnia Society is a local action group, implementing the Leader programme in the Swedish-speaking Ostrobothnia in Finland in 2007-2013. The society operates from Kokkola in the north to Kristinestad in the south. Aktion is the host for the Coastal Action Group for Fishery in Ostrobothnia in 2007-2011. The programme was constructed in cooperation with the local fishery organizations, Österbottens Fiskarförbund and Österbottens Yrkesfiskare.
The Coastal Action Group (KAG) operates along the Ostrobothnian coastline. KAG is one of the seven national fishery groups and programmes which the Finnish Ministry of Agriculture and Forestry gave the first priority for the period 2007-2013. The European Fisheries Fund has granted substantial financing for implementing the programmes. This mode of operation is new for the fishery branch. KAG will engage in Leader-type action for the development of fishery business.KAG’s basic idea is founded on the conviction that there is hope for the future within fishery and that this hope can be channelled in commitment for the local society and business. KAG and Leader programmes are intertwined. Both are administered by Aktion Österbotten and their contents complement each other.The programmes emphasize the importance of professional skill, commitment, entrepreneurial spirit, and sustainable development.
The programme aims at preserving and creating new jobs within fishery by diversifying the business of fishery professionals and by supporting the foregoing through improved know-how, fishing culture, and associated business. Another goal is to promote Swedish-speaking Ostrobothnia as a window towards Sweden and the rest of Scandinavia in know-how and cultural exchange. Improved professional skill and cultural heritage were chosen as the strategic measures to achieve the goals of the strategy for local development.
The programme targets villages, associations, companies, and self-employed entrepreneurs or organizations which focus especially on youth and women. In companies, special attention is paid on professional fishermen in categories I, II, and III; fish farmers, fishmongers, fish refineries, and companies which focus on recreational fishing as tourism. Municipalities are important partners and they can also host projects if it is the most feasible option in practical terms.
The organization for the implementation of this programme consists of a project manager and a committee. The committee plays, together with the project manager, a central role in implementing the programme. The committee consists of representatives for the municipalities, fishery organizations, and private companies. Regional coverage has been taken into account when allotting the places.
